This is the second photo of someone I've seen out on 35W. There's been ample opportunity with two weekend-long closures of a long stretch of the highway, but I kind of wonder how easy it is to get down there on foot in the first place.
Erica is correct! There were indeed opportunities to take this shot, and take it the GS did.
He scrambled down onto the freeway one day when it was closed and snapped this picture of himself using a tripod. I believe it was before the bridge collapse, though I can't recall off the top of my head what was going on to cause the closure...
